"Piggybacking" Exception to Competitive Bidding Requirements Under NYS General Municipal Law

The concept of “piggybacking” an existing government contract to meet a need for equipment, materials and supplies can provide efficiencies that save local governments both time and money. The concept of “piggybacking” is directly related to the use of National Cooperative Contracts.

However, determining which contracts can be “piggybacked” in compliance with General Municipal Law is not always easy and in many cases, can be quite confusing.

This webinar will review the benefits of piggybacking other government contracts and the due diligence that is required by each local government, prior to making a purchase off a contract awarded by another government entity.

Webinar attendees will learn:

  • The three prerequisites that must be met for “piggybacking” to fall within the exception of General Municipal Law
  • Determining Consistency with General Municipal Law, Section 103
  • Applying “Piggybacking” to procurements below the monetary bidding threshold
  • Other factors to consider such as
    1. Cost Savings Justification
    2. Contractual Relationships
    3. Insurance
    4. Audit of Claims
    4. Documentation
