Keith Watkins, CDF Selected as Vice President of the
National School Plant Management Association

The National School Plant Management Association (NSPMA) is pleased to announce the selection of Keith Watkins, CDF as Vice President for 2018-2019.  Keith is currently the Assistant Director of Facilities for the City School District of New Rochelle, NY.  Keith has also previously served as the Director of Facilities for the Phoenix and Marcellus Central School Districts in NY, and has 28 years of experience in NYS school facilities management.

NSPMA is a national professional organization serving school facility directors nationwide.  The Vice President serves as one of the principal officers of the NSPMA Board of Directors.  The VP will move through the officer rotation and serve as President in the third year of the rotation.

The chairman of the nominating committee, Past NSPMA President Mike Mertens from Arkansas, had these comments regarding Keith’s selection, “We are very excited that Keith has been named as Vice President and will move into the position of association President in 2020-2021.  Keith’s experience as a Past President of the NYS School Facilities Association, serving on the NSPMA Board of Directors for the past three years, and his extensive knowledge of commercial and institutional construction, facilities maintenance, and cleaning for health will serve member school facility managers well during his tenure as a principal officer of NSPMA.”

School Funding at Center of Bitter Budget Battle

A bitter battle is brewing at the state Capitol over how more than $26.4 billion in school aid will be distributed in the coming year.

And the outcome, as well as reforms pushed by Gov. Andrew Cuomo, will impact the nearly 700 school districts in New York.

Cuomo wants each district to report to the state how it specifically allocates its state aid: down to how much each and every school gets.

Meanwhile, advocates continue to deride a school-funding formula that they argue shortchanges needy districts.

Williamsville District Considers Closing Some Pools

There haven't been any backstrokes or butterfly strokes at Williamsville South High School in several years. Only 20 yards long with four lanes and a 1 meter diving board, the pool was not regulation size and the swim teams often used the pool at Transit Middle School instead.

Rather than continue to pay nearly $30,000 annually to maintain the pool, the district closed it in 2016.

Pools are expensive for school districts to maintain, and Williamsville, the largest suburban school district in Erie County, is taking a fresh look at them. The district maintains pools at all four of its middle schools and its two other high schools, but is looking into repurposing two middle school pools due to years of low usage and high maintenance costs.

Kingston Voters to Decide Stadium Ownership Issue

Kingston school district residents will vote May 15 on giving the district permission to relinquish its half ownership of Dietz Stadium to the city in order for the complex to be eligible for improvements funded with state money.

The proposition was adopted by the Board of Education on Thursday, and school district Superintendent Paul Padalino noted voter approval would only give the district the authority to give up its ownership stake.

Dietz Stadium, at Joys and Grandma Brown lanes in Uptown Kingston, opened in 1949. Forty years later, the school district paid the city $10 for a 50 percent ownership share of the facility. That included an agreement to share expenses for repairs at the 12-acre site.

Parkland Attack ‘Changed Standards’ for School Security

Schools in Broward County, Florida are working to increase security, leading some parents to question why officials didn’t see it as urgent until a gunman killed 17 people at a Parkland school.

District officials say they are reviewing options that include bulletproof glass, office door buzzers and technology that does background checks on visitors. Some of those measures have been discussed for years and are used in other districts around the country.

Schools Superintendent Robert Runcie said that while security was always a priority, the Feb. 14 attack on Marjory Stoneman Douglas High School “changed the standards that are accepted from the public.’’
For example, all students at Stoneman Douglas will be required to go through metal-detecting wands and can carry only clear backpacks.

“There hadn’t been some call for metal detectors before. No one said that should be a priority,” Runcie said.
